Context/Reporting line:
Under the general guidance of the Head, Return and Recovery Unit, the overall supervision of the Field
Project Officer, the administrative supervision of the Head of Sub Office (HoSO) and the direct supervision of
the Team Leader, the incumbent will perform the following duties:
Core Functions / Responsibilities
1. Lead the roll out of community engagement and resilience building activities tied to endorsed
area-based community plans.
2. Lead community consultation and outreach activities, including government coordination.
3. Mapping of community assets including the management and mobilization of human assets
identified.
4. Ensure community participatory feedback mechanisms and accountability to affected populations
during project planning, implementation, and closure.
5. Leads the application of community-based standards, operational procedures, and practices at the
field level.
6. Interlocutor with government counterparts at local levels, partners, and technical leads to develop
and implement integrated strategies that address key priorities.
7. Leads the roll out of assessment and planning community consultative activities and ensure the
consolidation of information to relay back to operations team.
8. Provide field-based reporting related to C.E activities.
9. In coordination with Regional C.E.A and National C.E Officer and CwC field colleagues,
responsible for the roll out of outreach and awareness raising activities.
10. Mobilization and support in the identification of livelihood beneficiaries.
11. Coordination with CRC C.E colleagues during community-based CRC activities.
12. Coordinate with respective governmental/ interagency/ and NGO counterparts to ensure the roll
out of community-based activities.
13. Develop creative engagement approaches for affected populations including youth, providing
resilience building opportunities in a wide range of activities and programs which influence their
civic engagement. Capacity and encourages social and leadership development in the form of
information, participation, and advocacy.
14. Support platforms aimed at strengthening dialogue between youth and relevant governmental
stakeholders and local officials.

Qualifications & Preferred Skills
Education:
University degree in Social Sciences, Economics, Business Management from an accredited academic
university or institute.
Experience and Skills:
At least 3 years of relevant professional experience.
Strong experience in conceptualizing activities related to youth-based programming and community
inclusive interventions.
Experience in monitoring, reporting activities simultaneously.
Thorough understanding of the Iraqi civil society context and knowledge of recent political
developments and social conditions.
Demonstrated analytical ability to think creatively.
Demonstrated experience in community engagement, community mobilization and capacity building.
Good communication, interpersonal and organizational skills.
Ability to draft clearly and concisely.
Demonstrated gender awareness and gender sensitivity.
Personal commitment, efficiency, flexibility, and drive for results.
Proficiency in office applications, including Word and Excel, internet explorer.
Languages:
Fluency in English and Arabic is required.
