POSITION SUMMARY:
The Population Council is seeking qualified candidates for the Demand Creation Lead position for the upcoming USAID-funded Egypt Osra opportunity. The Osra Activity will be a five -year cooperative agreement to strengthen high impact practices in voluntary family planning and incorporate innovative approaches to improve family health outcomes for all Egyptian families. The program will work jointly with the Ministry of Health and Population (MOHP), the National Population Council (NPC), and potentially other Ministries in a multi-sectoral endeavor to support the achievement of the Government of Egypt’s National Population Strategy milestones. The Osra Activity may integrate other health areas such as MCH, immunization, nutrition, and WASH with Family Planning/Reproductive Health interventions to increase impact, as well as engage with the private sector to expand its role in providing quality services.

The Demand Creation Lead will provide technical leadership and expertise specific to increasing the demand for Family Planning services and methods using various communication channels. S/he will help manage program implementation to help Osra meet its technical objectives related to demand for FP services. The Demand Creation Lead will be responsible for ensuring that the strategies used to increase demand for FP services build on international evidence and best practices and are appropriate to the Egyptian context.

RESPONSIBILITIES:
1. Working with the DCOP and other Technical Leads, develop and adapt Demand Creation strategies, approaches, and activities to increase demand for of FP methods among target populations.

2. Apply and contextualize global best practices and learning in FP to the Egyptian setting.

3. Oversee and coordinate activities of regionally dispersed staff.

4. Ensure high quality and timely reporting on Demand Creation activities.

5. Collaborate with other technical leads on a cohesive project approach to improving FP uptake in Egypt.

QUALIFICATIONS:
1. Master’s degree or higher in public health, public policy, international development or a related field.

2. Minimum 10 years of work experience that demonstrates technical expertise in demand creation and/ or behavior change communication preferably in FP and/or RMNCH.

3. Minimum 6 years of demonstrated excellence in a management position including direct supervision of professional and support staff, and quality evaluation of staff performance and deliverables.

4. Familiarity with the use of various media channels.

5. Demonstrated credibility as a leader on matters of designing, implementing, and strengthening FP health programs.

6. Demonstrated ability to support cross-sectoral programming and build partnerships.

7. Demonstrated experience working with/in underserved communities.

8. Excellent oral and written communications skills in English and Arabic are required.

SALARY AND BENEFITS:
This is a local hire position available for immediate appointment. A competitive salary level, commensurate with the responsibilities and the applicant’s past experience will be provided, in addition to the complete package of Population Council benefits for locally hired staff. This position carries no expatriate benefits.
