The IRC has long-term programs based in Baghdad and Erbil, as well as emergency response programs supporting Syrian refugees and internally displaced people (IDPs), returnees and Host communities.

Working in coordination with the humanitarian community, IRC currently addresses the needs of war-affected Iraqi IDPs from several operational bases in the region. Our activities in the region focus primarily on the provision of non-food items, unconditional cash grants, health, early recovery, community protection and child protection and form part of an overarching humanitarian response in Iraq, Jordan, Lebanon, and Turkey and the region that seeks to assist IDPs and refugees survive conflict and displacement.

 

SCOPE OF WORK: The Economic Recovery and Development Livelihoods Officer is a short term IRC position working to improve livelihoods of families’ affected by conflict in Iraq with access to business training followed by apprenticeship,  business grants and Job counselling. Supervised by the ERD Manager, the ERD livelihood Assistant will work closely with the ERD livelihood Senior Officer, Officers and Assistants. This program aims to improve service access, socio-economic empowerment and enhance recognition for Iraqi IDPs, Returnees and Host community.

 

Position objectives:

  • Carry out community mobilization, beneficiary selection and registration process timely, transparently, anticipatorily and dignified manner in accordance with program guidelines and IRC policies and code of conduct.
  • Support ERD livelihood team for effective livelihood activities stipends and grants distributions with required documentation.
  • Work with local representatives and figures to ensure the program is well understood by the community and is in line with local expectations and requirements.

 

RESPONSIBILITIES:

Project Implementation

  • Carry out mobilization activities with IDPs and host communities to ensure they understand the project objectives and activities.
  • Support ERD Officer to carry out transparent beneficiary selection in close coordination with other team members, local authorities, communities, IDPs and other Humanitarian agencies working in the area.
  • Support preparation of beneficiary list and registration form with relevant project staff prior to the distribution.
  • Carry out beneficiary verification in the field to ensure most vulnerable beneficiaries receive the IRC support.
  • Support organizing the activities of ERD program including site selection, site preparation, distribution plan, stock management, documentation etc.
  • Actively work in distribution sites to implement ERD activities, crowd control, and registration and to ensure to security of IRC properties.
  • `Prepare and update all necessary documents on daily basis without delay.
  • Conduct regular site visits to the project activities: Small/Micro Businesses and Apprenticeships.
  • Provide information to jobseekers on employment options, including self-employment and training courses.
  • If assigned, supervise volunteers on-site.
  • Participate and actively contribute to rapid need assessments in the area.
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
  • Grant Monitoring & Reporting (please tailor the below to the monitoring requirements/tools/timelines mentioned in the specific STEP project(s) proposal.)
  • Support for recording all required documents related to ERD procurement, beneficiary selection, distribution and post-distribution
  • Support ERD Officer to update beneficiary tracking sheet soon after each distribution carried out.
  • Support compilation and preparation of process monitoring and endline
  • Participate in monitoring and evolution activities directly or by providing feedback to the monitoring and evaluation team.
  • Other duties as assigned by the supervisor to enable and develop IRC programs

Qualifications & Preferred Skills

  • At least one year Experience in humanitarian sector/development sector, Livelihood sector is preferred.
  • Diploma or university degree.
  • Fluency in Kurdish and Arabic is essential. Basic proficiency in spoken and written English is highly preferred.
  • Community mobilization experience is required.
  • Experience working with IDPs / refugees – highly preferred.
  • Personal qualities: Works well in and promotes teamwork, strong community outreach skills, detail oriented, honest, flexible and able to handle pressure well.
  • Ability to travel between Hawija and Kirkuk.
