Experienced Consultant for “Cash for Work External Monitoring Mechanism” Project
- Background:
AVSI is an international non-profit organization founded and headquartered in Italy with long-term development and emergency relief projects in 30 countries around the world. In addition to considerable private funding. AVSI’s presence and commitment in Iraq dates back to 1991 with emergency health activities and later educational projects between 2003 and 2006.
During the 2014-2017 conflict against ISIL, 6 million people were displaced in Iraq. In 2020, 4.1 million of them still require some form of humanitarian assistance. The Kurdistan Region of Iraq hosts 14% of all the people in need in Iraq, with 295,058 people in need in Duhok governorate, 172,176 in Erbil and 104,483 in Sulaymaniyah. The people requiring humanitarian assistance in Iraq include not only internally displaced persons (IDPs), but also the vulnerable local population and refugees. Additionally, in the last quarter of 2019 KRI witnessed an influx of IDPs who previously lived in camps in Nineveh governorate. Approximately 43 per cent of all IDPs in Iraq now reside in KRI, most of them in out-of-camp settings. Other IDPs live instead in one of the 18 camps present in KRI or scattered across over 50 informal settlements in the three governorates.
Considering possible new arrivals from Nineveh governorate, and that most IDPs currently living in camps do not intend to return to their areas of origin within the next 12 months, the pressure on resources may increase in KRI. The region also hosts 97 per cent of the 251,793 Syrian refugees who are registered in Iraq. This has been putting a heavy strain on the local host communities’ resources and caused competition for livelihoods opportunities. In 2018, access to employment and livelihood opportunities was reported as a top priority need for Syrian refugees, IDPs and the most vulnerable members of the local community. Also, there is a risk that this competition will increase the resentment towards refugees and IDPs, therefore triggering social tensions.
The “Resilience & Social Cohesion Programme (RSCP) – strengthening the resilience of host communities and Syrian refugees in Lebanon, Jordan and Kurdistan Region of Iraq (KRI)” foresees the implementation of four cash for work projects in the Kurdistan Region of Iraq in the following locations: Kwashe (Duhok), Batel (Semel/Duhok), Shaqlawa (Erbil), Arbat and Said Sadeq (Sulaymaniyah), alongside the implementation of a capacity building program with the purpose of supporting the local authorities and the contractors in the design and management of their CfW and/or Employment Intensive Infrastructure Projects (EIIP) initiatives. The “Cash for Work External Monitoring Mechanism” Project started on October 2020 and will end 28th of December 2021. In the framework of this project, AVSI’s role is to support local authorities and/or contractors in the management of their Cash for Work (CfW) initiatives. More specifically, support consists of implementing a monitoring mechanism for the CfW and aimes at foster Local Authorities and/or contractors in the management of the CfW components.
- Objectives of the Assignment
The overarching objective of this consultancy is to support the project staff in the implementation of activities on the field and to produce a final report of the activities implemented during the Project.

While executing this assignment, the consultant shall follow standard ethics with diligence and high degree of professionalism. Qualifications & Preferred Skills
- Eligibility/Professional Qualification
AVSI is ideally looking for an expert consultant with strong knowledge and skills in CFW Activity.
Skills and Attributes:
- Six years of overall professional job experience
- Practical work experience with INGOs or IOs in conflict and crisis areas.
- Previous experience in following Cash for Work project.
- Languages: English, Arabic and Kurdish (Sorani and Badini)
- Deliverables and Schedule
The main tasks of the consultant will be:
- Support the team of the project on Field Activities
- Liaise with the local authorities involved in the Project.
- The redaction of the Final Report of the field activities of the project.
The final deliverable of the assignment will be delivery of:
- Final Report of the field activities of 2041 AICS MADAD Project.
- Budget and Payment
The total maximum budget available for this assignment will appropriate with number of days required and expertise and experience of the consultant in the related field. All applicable taxes will be deducted at source. The payment will be done at the end of the contract after the accomplishments of the tasks which will be spelled out in contract.
- Contact and Communication
The reporting officer for this assignment is the Project Manager of the 2041 AICS MADAD project. The consultant will make sure to include the project manager, Finance Manager and Logistics officer in the communication loop for soliciting information, cross-check of the information, logistic and secretarial support.
- Time Duration:
The total duration of this assignment will be from 1st of December to 28th of December.
