JOB OVERVIEW:

 

The RFO is a member of the country support team and under the supervision of the Finance and Compliance Manager (FCM) for Erbil hub, shares the responsibility for smoothly running cost forecasting process; cost allocation; ensures cash flow health of the CP; cooperates on audits; communicates with partners and coordinates on the preparation of the reports for the donors.

 

 MAIN TASKS

 

Proposals and administration of grants

  • Supports FCM in analysis of donor’s compliance and financial conditions in new proposals calls and their compliance with PIN financial and administrative guidelines;
  • Supports FCM in preparation of budget inputs for newly designed projects;
  • Under the supervision of the FCM administrates the grants in the internal accounting system Navision;
  • Supports FCM in donor communication (queries about proposals, modification, reports), consolidates the inputs across the country program.

 

Forecasting and cost allocation

  • Assists FCM during monthly forecasting sessions – prepares and updates the project forecasting tools;
  • Reviews the data for financial reporting, checks the consistency of allocation, communicates about discrepancies.

 

Partner and donor reporting

  • Communicates with partners regarding reporting;
  • Provides capacity building to partners on reporting tools and basics of financial reporting;
  • Reviews the data for financial reporting, checking the consistency of allocation of costs, communicates about discrepancies;
  • Supports FCM in communication with donors (queries about proposals, modification, reports), consolidates the inputs across the country program;
  • Keeps and updates the overview of reporting deadlines across the country program.

 

Capacity building

  • Provision of training/induction on internal systems and tools to newly recruited staff;
  • Provides trainings on forecasting tools, internal systems and various finance topics to finance and non-finance staff.

 

Compliance and audit support

  • Oversee and actively participate on the preparation of the supporting documentation, justifications and communicate with the country program team member during the audits;
  • Be a counterparty for the compliance officer at HQ during the audits.

 

Other

Supports regional hubs in case of understaffing, unexpected workload as per needs and FCM guidance;

Supports country program and HQ team in specific tasks during high workload periods (project audit, yearly closures, statutory audit, reporting, budgeting), this will be assigned on ad hoc basis.

 

 

GENERAL EMPLOYEES OBLIGATIONS AND RESPONSIBILITIES

  • The Employer stipulates the right to assign the Employee any other kind of work derived from his specialization. In case of urgent work and such like the Employee may be asked to work overtime as well as during public and other holidays.
  • Adhering to all PIN policies and procedures at all times including those stipulated in National Staff Handbook, Child Protection Policy, Security Standard Operating procedures, etc.
  • Punctual attendance to work including both working hours in the assigned office and schedule field trips if applicable
  • Ensuring timely and effective delivery of tasks
  • Correctness and completeness of given tasks
  • The Employee takes over the responsibility for all entrusted material or cash. The Employee is obligated to cover all damages or losses caused by his carelessness. The Agreement of Liability of Assets has been signed separately.
  • Prompt providing of all relevant information to their supervisor
  • Maintain confidentiality of all information gained from employment within not publicly available
  • Archiving of all entrusted and acquired documents in proper manner
  • Representing and upholding the values of People in Need at all times
  • Behave in appropriate manners at all times and in all places

 

  • Bachelor Degree in Business and Management, Administration or any other relevant field. 

  • Minimum 2 -3 years experience in HR. NGO Experience is Preferred. 

  • Advanced English & Arabic 

  • Good communication skills, highly organized, result-oriented, responsible and reliable manner

  • Ability to work under pressure, proactive and independent working style
