The OECD has earned a leading role in global relations. The Global Relations Secretariat (GRS) supports the implementation of the Secretary-General’s strategic orientations by co-ordinating the OECD’s relations with partner countries and with other international organisations. GRS advises the Secretary-General, Chief of Staff and Sherpa and other OECD Directorates on how to strengthen co-operation with key partner countries, regions and organisations, ensuring a homogeneous implementation of the Global Relations Strategy. GRS supports the work of the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensure that relevant regions and economies are effectively engaged in the Organisation’s work.
GRS is seeking a Head of the OECD Istanbul Centre. The selected candidate will report to the GRS Director and will provide leadership on implementing the substantive work programme – including producing relevant and timely policy research and organising related events -managing the Centre, and effectively communicating its results. Extensive knowledge of one or more regions covered by the Istanbul Centre (e.g. MENA, South East Europe, Eurasia, South East Asia) and experience on policy issues revolving around connectivity, infrastructure, green growth and digitalisation would be an asset.
Main Responsibilities
Implementation of the work programme
- Ensure the strategic planning, development and oversight of the Centre’s work programme in consultation with the Centre’s Advisory Board, which will provide inputs and guidance on the design and delivery of the work programme.
- Provide intellectual leadership in the Centre’s policy research agenda.
- Oversee the organisation of policy dialogue, capacity building activities, research and peer reviews.
- Supervise the development and delivery of training programmes for policy makers from OECD partner countries.
- Review any work and research that may be conducted by the Centre’s staff.
- Report to the GRS Director on the substantive work of the Centre.
Communication and Liaison
- Develop effective working relationships with OECD colleagues, senior public officials, private sector repesentatives, civil society and other international organisations.
- Build synergies between OECD regional programmes; ensure effective internal coordination among OECD directorates.
- Communicate pro-actively and effectively with key stakeholders in order to maximise the value, visibility and impact of the Centre.
- Represent the OECD at international meetings and participate in Organisation-wide events and meetings of OECD bodies. Make presentations on complex substantive matters to senior officials at such meetings.
Leadership and management
- Lead and manage the staff of the Centre. Set objectives and provide guidance on the goals, direction and timing of their work; provide regular and constructive feedback on performance to motivate staff and contribute to their professional development. Develop and maintain good teamwork and ensure effective work methods and project management; implement and maintain arrangements to ensure effective internal communications within the Centre.
- Demonstrate a commitment to excellence by ensuring high standards of recruitment, performance/talent management, project management, resource management, effective working methods and a caring working environment conducive to teamwork, continuous learning and innovation.
- Oversee the Centre budget and ensure optimal utilisation of available resources.
- Seek, where possible, additional funds for the Centre.
- Attend the meetings of the Advisory Board
- Adhere to and promote the highest professional standards and the ethical principles of the OECD’s Code of Conduct in all internal and external matters.
Ideal Candidate Profile
Academic Background
- An advanced university degree (Master’s or PhD) in economics, political science, business administration, finance or equivalent.
Professional Background
- A minimum of ten years of experience in fields relating to the OECD policy expertise, providing strategic leadership and management within areas of responsibility.
- Previous experience working for international organisations or national administrations on the assessment and application of policies.
Languages
- An excellent knowledge of one of the two official languages of the OECD (English and French) and working knowledge of, or willingness to learn, the other.

Contract Duration
- Fixed term appointment of 12 months (renewable).
What the OECD offers
- Remuneration is in accordance with the OECD salary scale for Turkey. Monthly base salary starting from 27519.52TRL plus allowances based on eligibility.
