RESPONSIBILITIES AND TASKS DESCRIPTION:

 

  1. Coordination, networking and representation

 

  • Establish a network of contacts with local authorities in order to obtain/cross-check relevant information and facilitate passage/access to HI’s field teams.
  • Establish and develop a network of local key informants to collect up to date information on context evolutions and potential security threats.
  • Develop a data base compiling all information related to gathered contacts.
  • Support the Area Manager to develop, maintain and establish positive and transparent relations with the key stakeholders in the areas of intervention including line ministries, governors’ office, municipalities, community leaders and other key community members;
  • According to the needs identified through the context analysis, participate in external meetings with local stakeholders and authorities, participate in security meetings of NGOs, UN organizations, and other stakeholders.
  • Based on Area Manager Request, participatefacilitate any external meeting related to the programs implementation.
  • When needed, handle enquiries from local authorities on HI’s activities;
  • Support monitoring and reporting of access-related issues;

 

  1. Security and access Management

 

  • Based on HASM andor Area Manager Request initiate and carry out security assessments, conduct assessment missions to new areas of operation. Assessment of security at checkpoints, external meeting venues, and intervention sites.
  • Based on HASM request, support the Area manager in developing and reviewing appropriate security policies and procedures.
  • Coordinate weekly security meetings among the field staff.
  • Brief HI staff (national and expatriate) on the security policies and procedures and monitor their respect.
  • Contribute to the update and facilitation of security & safety training. Hold regular refreshment trainings with drivers on vehicle safety and movement SOPs in coordination with the logistic department.
  • Support logistics department in the management of emergency boxes, first aid kits, and safety and security materials and equipment.
  • Perform road security clearances and green-light movements of HI staff.
  • Supervising the movement tracking process.
  • In Coordination with Area manager and Mission representative and advisor (MRA), prepare and monitor access letters (requests, approvals…)
  • Collect and share immediate information on any security incident with direct impact on HI staff and/or operations

 

  1. Reporting

 

  • Write regular reports on the political and security context and on relevant security incidents.
  • Upon the request of HASM andor Area manager, prepare contextual analysis and reports.
  • Contribute to the incident management and reporting.
  • Managing the external incidents tracking tool, analyze and provide reports when needed.
  • Report to HASM and Area manager any breach of security policies and procedures

 

  1. Team management

 

  • Prepare, follow and update of Security Guards work roster/Schedule(s)
  • Share on timely fashion the HR / Log / Admin documents (Leave request, Attendance sheet, daily worker request, appraisals, launch the recruitment process, etc.)

 

  1. Other

 

  • Upon request, accompany team members during field visits or meeting.
  • Upon request, Translation and interpretation for any security related meetings.
  • Perform any other relevant task assigned by the HASM, upon request by Area manager after consultation with HASM. 
  • Keep tracking and maintaining HI official letters reference number data base.

 

TIME SCHEDULE:

 

The working hours are the following:

 

Sunday till Thursday, from 8.00 AM to 4.30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.

 

It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.

 

Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.

Base: Baghdad

 

Line Manager: Humanitarian Access and Security Manager

Management: Watchmen

 

Operational link: Area Manager, Log Co, MRA

Required profile

 

  • Experience of a minimum of 3 years with NGOs or international organizations in a position related with security, context and/or representation
  • Higher education degree in political sciences, international relations, security, or related issues, or equivalent background acquired through extensive professional experience.
  • Good knowledge of the area of intervention context.
  • Ability to travel all over Iraq.
  • Excellent verbal and written communication, both in English and Arabic, Kurdish is an added value
  • Strong analytical, reporting and networking skills
  • Excellent computer skills with high proficiency in using Microsoft Word, Excel and PowerPoint programs

  • High level of interpersonal and communication skills
  • Highly developed cultural awareness and ability to work well in a diverse, international environment
  • Well-organized and able to plan work accordingly
  • Demonstrated ability to establish harmonious and effective working relationships, both within and outside the organization
