Context:

Under General guidance of COM, Under the overall supervision of the Family Assistance Program (FAP) Project Coordinator and the technical supervision of the HQ IBM IMCT Officer, and the administration supervision of the National Project Officer, the successful candidate will be based in FAP office in Erbil and will be responsible for the day-to-day Information Management and Communication Technology monitoring, training and problem solving for the German Family Programme (FAP) in Erbil.

 

Core Functions / Responsibilities:

  1. Responsible for internal coordination of all IT/IS related activities in support of the Family Assistance Program to be established in Erbil;
  2. Ensure that all IT/IS related requests are addressed in a timely and accurate manner, while efficiently allocating resources and support where required;
  3. Provide support to the IOM FAP networking in planning for necessary systems upgrades and IT infrastructure changes compliant with IOM ICT Standards and the IT requirements of the donor, and in close coordination with ITCSC/ITU Manila; install systems, network components and software; suggest best technical solutions in order to achieve required standards while taking into consideration local technical constraints;
  4. Assist in the planning, configuring, installing and troubleshooting network infrastructure including routers, WAN optimizers, firewalls, gateways, access points, vLANs, etc.
  5. Assist in data and information processing and analysis in regards to the production of statistics/reports/publishing materials related to the FAP;
  6. Provide recommendations towards further integration of technological solutions to continually improve the effectiveness and efficiency of the systems in place;
  7. Ensure the implementation of IOM ITC Standards, policies and guidelines, in particular with regards to implementation of network systems, IT security, software licensing, telecoms and ITC procurement in support of the IOM FAP network;
  8. Incorporate IOM’s Data Protection Principles into all IT/IS solutions and service delivery;
  9. Assist in developing IT/IS user manuals and training programmes for the systems and technology in place as required.
  10. Become skilled and familiar with the use of all IOM IT systems, software, etc. Ensure IOM IT/IS compliance with donor’s requirements and develop and maintain close positive working relationships with relevant donor IT counterparts;
  11. Develop and implement when necessary, ICT training, to include training on the IOM software platform and set-up requirements, to all IOM FAP end users to ensure productive use of system, IT and telecommunications resources;
  12. Ensure the required performance and stability of network services and servers (Application System and Databases, Appointment System, LAN, WAN, Messaging, Internet connectivity, etc.), to prevent and minimize downtime or service interruptions. Ensure daily monitoring and adequate completion of backups;
  13. Maintain the office’s ICT inventory for hardware and software (safeguarding media and licenses), including regular updates to the technical documentation of related IT networks;
  14. Support in the overall maintenance of present and upcoming ICT equipment, as well as Local Area Networks.
  15. Act as a support technician to resolve technical and software problems encountered by the staff;
  16. Develop and maintain various XRM (web portals) and MS CRM applications with extensive customizations;
  17. Assist in the creation of reports, statistical tables, analysis of data, graphics and publishing of information about IOM activities in a simple, readable and attractive format;
  18. Liaise with ICT service providers, FPU, and vendors for the adequate and timely provision of supplies and services;
  19. Seek quotes and carry out purchases of IT equipment as required by the project and by upgrading requests by IBM IMCT Unit and FAP Management Team;
  20. Maintain a professional appearance and migrant-friendly demeanour at all times;
  21. Inform management of any problems or issues immediately and regularly make suggestions on how to improve efficiency and service;
  22. Maintain and ensure confidentiality of all FAP-related matters, in accordance with guidelines and instructions.
  23. Report and take active steps to mitigate fraud and malfeasance, and to monitor the integrity of records containing individual data.
  24. Perform any other duties as may be assigned.

 

Qualifications;

Education

  • Bachelor’s Degree or higher University Degree preferably in Computer Science, or a related field from an accredited academic institution, with three years of relevant professional experience; or
  • Completed High School degree from accredited academic institution with five years relevant professional experience.

 

Experience

  • A Microsoft Dynamics CRM Application and/or Microsoft Dynamics CRM Customization and Configuration Certification is an asset.
  • Microsoft CRM Cloud-Based and/or On-Premise development and architecture experience;
  • A Microsoft technical Certification (MCSA, MCSE, MCDBA) or an IT Project Management certification would be a distinct advantage;
  • Knowledge and experience with Windows network infrastructure in a multi-site environment, MS Office, Antivirus Software and utilities.
  • A minimum of five years of experience designing, developing, implementing or administering information systems and end-user support, including web-based database applications and thin-client Web-based applications;
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Word and Publisher;
  • Previous work experience in international organizations and service industry companies would be an advantage.

 

Languages

  • Fluency in English and Kurdish and Arabic are required;
  • Any other language is and advantage.
