arche noVa – Initiative for People in Need is a non-religious, independent non-profit and non-governmental organization (NGO) with Headquarters in Germany. We work in the field of humanitarian aid, rehabilitation and development and primarily focus on the WASH sector.

Globally, arche noVa currently works in twelve countries. Since 2013, we have been implementing projects for IDPs, returnees and host communities in Northern Iraq and Kurdistan (Diyala, Sulimaniyah and Kirkuk Governorate).

arche noVa provides WASH services in IDP camps in Sulaymaniyah, Kalar and Khanaqeen. Over and above that, we also provide WASH services and support outside of camps by rehabilitating WASH facilities in schools and health centers, as well as improving water and sewerage systems in villages. arche noVa is further expanding on these WASH support activities through a more sustainable long-term and holistic approach focused on community engagement, capacity building and livelihood diversification in the agricultural sector, yet always continuing to keep WASH at its core.

arche noVa co-leads the WASH Sub-cluster in Sulaymaniyah Governorate and the WASH Working Group in Northern Diyala Governorate.

Objectives of the position:

As member of the Programme Department, the Livelihoods & Food Security Coordinator will be co-responsible of overall technical design and delivery of LHFS project activities and responsible for related activity plans and execution thereof, training and mentoring as well as quality assurance of project outputs. The role involves a close coordination with AN staff in field (frequent travels) as well as networking with project partners, government, academic and NGO counterparts, humanitarian clusters, etc. He/she will also contribute to AN’s strategy development as well as provide key contributions to development of new projects at the mission.

Duties & Responsibilities:

  • Plan and follow-up on the projects’ activities according to proposals and target milestones in collaboration with the HoP;
  • Support monitoring of the activities by visiting the field locations regularly and ensuring that services are provided according to the project planning in collaboration with AN MEAL Coordinator and HoP;
  • Contribute to budget monitoring of the project activities to ensure the proper utilization of funds;
  • In close coordination with Project Development and Reporting Officer (PDRO), contribute to project content development and fine-tuning with regards to LFS pilot project intervention, providing well-researched programmatic alternatives as well as inputs to activities’ plans and budgets, in close cooperation with HoP;
  • In close coordination with PDRO, provide technical input in response to funding opportunities in concept notes and proposals including, detailed activity description, logic framework, TOC and MEAL plans;
  • Closely cooperate with AN Support Departments to ensure holistic and smooth implementation of activities and projects, while supporting HoP in project compliance control;
  • Design and lead delivery of trainings and other capacity development sessions and modules centred at core LFS topics including food and nutritional security as well as livelihood asset creation, recovery and protection in rural and urban settings;
  • Train, coach and mentor AN project teams, providing due technical capacitation and onboarding to new staff;
  • Supervise, follow up on and quality-assure deliverables commissioned by AN to external experts and consultants, support HoP in development of related Terms of Reference;
  • Based on need, conduct regular contextual analysis of macro and micro economic situation in Iraq and inform AN Country Team on recent developments of relevance and necessary adjustment in projects, mainstreaming international best practices to activities’ delivery plans;
  • Support key AN staff in communication and coordination with local authorities, NGOs, Iraqi academia, private sector and other stakeholders, enabling AN’s access to high-end, contextualized technical expertise in FSL;
  • Coordinate with Clusters, UN and NGO counterparts, contributing to and enhancing technical dialogue between AN Iraq and relevant FSL counterparts;
  • Provide technical inputs to AN Country Strategy, working hand in hand with AN Country Team and HQ;
  • In close coordination with AN Iraq MEAL coordinator, provide technical support on developing new assessments and MEAL tools (including Market Assessments), ensuring that relevant information is being collected to inform strategy and implementation, to ensure accountability and learning as well as quality donor reporting;
  • Promote and share ideas for improvement and necessary changes in the activities, ensure that AN targets beneficiaries most in need of assistance, explore and assess new and better ways to assist, including protection principles;
  • Other duties assigned by the Head of Mission and Head of Programmes;
  • Demonstrate commitment to Humanitarian Principles and arche noVa’s Code of Conduct.

Qualifications & Preferred Skills

  • Minimum 3 years’ experience in livelihoods and food security projects’ delivery in Iraq;
  • Hands-on experience in humanitarian project practice in recovery/ stabilization contexts, including technical quality assurance and budget control;
  • At least two years’ experience in international NGOs in management positions;
  • Experience of training design, training delivery and facilitation in topics relevant to the position;
  • Well proven experience of field-based mentoring and building the capacity of communities and partners;
  • Experience in stakeholder liaison and representation;
  • Understanding of safeguarding and protection principles applied in humanitarian work;
  • Experience in designing, undertaking and/or supervising market-oriented needs assessments is desirable;
  • Track record in LFS project proposal development, including budgeting and theory of change design, is highly desirable.
  • Suitable educational qualification in economics, business administration and/or agricultural science;
  • Proven analytical skills including capacity for contextual analysis and strategy formulation;
  • Proficient in the usage of computers and office software packages (MS Word, Excel);
  • Sound report writing skills in English language;
  • Very strong grasp on Humanitarian Protection and Accountability to Affected Populations;
  • Excellent verbal communication and written skills both in Kurdish, Arabic and English; 
  • Excellent presentation and facilitation skills and ability to communicate technical content to varied audiences including people with limited literacy.
  • Excellent planning and organizational skills;
  • Ability to work independently and as a member of a team;
  • Ability to work under pressure and to deadlines;
  • Flexibility, adaptability and willingness to take on tasks and learn to apply new health and hygiene methodologies in community settings;
  • Interpersonal and cross-cultural sensitivity and experience;
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences;
  • Willingness to travel to remote and insecure areas.
