Staff under supervision:                  Logistics Assistant, Driver, Cleaner

 

PURPOSE:

  • Assist in the management of the logistics team in Dohuk.
  • Supervise the purchase process for goods and materials, services, works and consultancy necessary for the performance of French Red Cross (FRC) actions, in accordance with the required procedures.
  • Support logistics activities and projects in Dohuk and other FRC bases.
  • Supervise the vehicle fleet management in Dohuk.
  • Oversee facilities management for the office and guesthouses in Dohuk.
  • Manage the filing, archiving, and shipping of logistics documents to headquarters (HQ) in Paris.
  • Guarantee the implementation and respect of FRC purchase procedures.

 

RESPONSIBILITIES

 

Objective 1: Procurement

 

  • Carry out purchases in conformity with FRC and donor procurement rules and procedures and liaise with Logistics Coordinator to overcome any issues
  • Ensure that purchase records are complete and archived according to FRC MOPI
  • Ensure that products purchased correspond to requirements in terms of quantity, quality and specification
  • Ensure that the format of, and information on, quotes and invoices comply with regulations
  • Take part in the analysis of the local purchasing environment
  • Follow-up on purchase requisitions (RPs) to check progress and payments
  • Ensure that purchase records are complete and archived according to FRC procedures
  • Ensure the purchase and contract trackers are accurate and up-to-date

 

Objective 2: Reporting

 

  • Monitor the procurement process and ensure requesters are updated regularly on the status of their procurements.
  • Classify and archive logistics documents
  • Participate in the preparation of the archives to send back to HQ
  • Participate in the preparation of the monthly logistics report
  • Carry out monthly tracking of fuel consumption for vehicles and generators
  • Ensure all relevant trackers are up-to-date and shared with the Logistics Coordinator monthly

 

Objective 3: Fleet Management / Transport

 

  • Plan and optimize vehicle movements
  • Elaborate the monthly planning of the service driver/s
  • Check that all documents relating to the transport of goods and equipment are accurate and made available in the vehicle (waybill, packing list, JCC/NOC permissions etc)
  • Follow-up and report on vehicle fuel consumption
  • Ensure all vehicles have insurance with personal injury liability
  • Ensure that FRC transport rules are respected

 

Objective 4: Stocks / Equipment / IT

 

  • Monitor the maintenance of the guest houses and office in Dohuk
  • Oversee the management of equipment and assets in Dohuk, including registering of newly procured assets and the regular updating of the equipment inventory.
  • Manage the furniture inventory
  • Manage Dohuk office stores, including updating of stock and bin cards.
  • Draft donation certificates as and when instructed by the Logistics Coordinator
  • Follow-up on the maintenance of IT in the office and guest houses in Dohuk

 

Objective 5: Human Resource Management

 

  • Contribute to the work of the logistics team in Dohuk
  • Anticipate, plan, optimize and supervise logistics activities for the base
  • Train teams in FRC procedures

 

The above list is not strictly definitive; an employee working within the framework of these tasks may carry out other tasks exceptionally, if asked to do so by his/her Line Manager.

 

Working hours:  8.30-17h, Sunday to Thursday, with a 1-hour lunch break.

Exceptionally, it may be required to work on Friday and Saturday.

Qualifications & Preferred Skills

Required Skills & Competences

  • Minimum two-year experience working in logistics or supply chain management.
  • Fluent in Kurdish, with excellent English language skills, both written and oral. Arabic would be an asset.
  • Good IT skills and experience with Microsoft Office.
  • Flexibility, honesty, and teamwork.
  • Formal qualification in logistics, supply chain management, or a related field would be desirable.

Previous experience working within the Red Cross and Red Crescent Movement, or previous experience working in an international NGO or with institutional donors would be desirable
