Purpose of the Consultancy

The current Terms of Reference seeks to conduct a demand-side survey to identify skill needs from a representative sample of firms in Turkey, especially in high SuTP incidence areas. The proposed study specifically aims to identify skill requests after the COVID-19 outbreak since the regulations aiming to prevent the transmission of the disease are expected to alter employers’ skill demands.


The primary purpose of the consultancy is to implement a survey with a representative sample of firms with 10 or more workers in 12 regions (NUTS-1 level). The survey will be conducted in person with the employer, or a representative of the employer (e.g. manager, CEO, or HR representative), of the sampled firms. Given the restrictions imposed by the COVID-19 pandemic, when justifiable, phone-based interviews could be considered (preferably to a limited extent and as exceptions). The survey will collect information on the main occupational profiles and skills in need among Turkish employers, with special emphasis on the role of socio-emotional skills, and employers’ preferences for and constraints to hiring refugees. The survey should also shed light on how the demand for critical skills and occupations has evolved during the COVID 19 pandemic and is likely to evolve in the future in light of the ongoing trend of labor market automation and green transition. In terms of sector coverage, the survey aims to cover both the manufacturing and the services sector. The degree of representativeness of each sector should be detailed in the proposal. Alternative sector coverage (e.g. manufacturing sector only) should be justified in detail in the proposal. Finally, as far as geographic coverage is concerned, representativeness of both urban and rural areas should be pursued.

Objectives and Essential Duties and Responsibilities

The Labor Market Assessment Survey will be developed, implemented and documented between October 15th and November 30th 2021. Below are outlined the key objectives and deliverables:

  • 1. Acquisition of Permissions and Insurance
  • 2. Development of the survey instrument and field-tests
  • 3. Field Procedure Plan
  • 4. Robust Data Entry Program
  • 5. Recruitment of Interviewer Teams
  • 6. Preparation of Interviewer Training Curriculum and Materials, Field Manuals and Implementation of Personnel Training
  • 7. Conduct a Successful Survey Field Pilot Test Prior to Data Collection
  • 8. Successful Completion of Data Collection from All Locations and Target Respondents (or Replacements)
  • 9. Compile a Database of Survey Data
  • 10. Conduct Final Cleaning of Data, Final Data Delivery Report and Summary of Report Findings

Required Qualifications

Labor Market Assessment Survey: The selected firm shall possess the following qualifications:

  • 1. The technical and managerial capacities for the completion of high-quality surveys of approximately 4000-5000 survey visits/interviews to the sampled firms in a single round.
  • 2. The ability to manage and integrate a multi-component survey with data collected from target respondents.
  • 3. Previous experience in maintaining the integrity of survey instruments.
  • 4. Be ready to assume work as soon as possible.
  • 5. Previous experience in data collection in Turkey.
  • 6. Relevant qualifications of its key staff members (Preferred Qualification: strong background in microeconomics, statistics, education, population, or health research; strong field management experience, good knowledge of English, good language skills in Turkish).
  • 7. Experience with Survey CTO or other computer assisted interview software and with developing computer assisted personal interview programs from draft survey instruments.
  • 8. Strong capacity in data management and statistics and knowledge in the following software: CS-Pro and Stata.
