Job Description

  1. Role and responsibilities

The purpose of the Livelihoods Assistant position is to assist in the day to day implementation of community mobilisation, markets and skills development and agriculture support activities of the “Activating Markets and Agricultural Livelihoods Project” in Anah district, Anbar governorate.

 

Generic responsibilities

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  1. Implement delegated Cash and Livelihoods project portfolio according to plan of action
  2. Prepare and develop status reports as required by management
  3. Ensure proper filing of documents
  1. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  1. Promote and share ideas for technical improvement

 

Specific responsibilities

  1. Support in community sensitization and awareness raising of project activities in targeted communities.
  2. Conduct registration of beneficiaries for the agriculture support and markets and skills development components of AMAL project.
  3. Ensure that the most vulnerable beneficiaries are selected in line with the approved beneficiary selection criteria.
  4. Conduct data collection activities where assessments such as market assessments, price monitoring, crop harvest assessment etc. are done
  5. Support in the distribution of in-kind assistance, direct cash or cash vouchers to selected beneficiaries and monitor utilisation of the items distributed.
  6. Follow up on all beneficiaries regularly to ensure that they implement activities in line with schedules provided.
  7. Supervise and or support training of beneficiaries e.g. business management, vocational skills training, agriculture extension training.
  8. Participate in the preparation of weekly and monthly plan and schedules to be submitted to the immediate supervisor within given deadlines;
  9. Actively promote community participation in project activities with particular attention to gender representation in all activities;
  10. Prepare and submit reports and other updates as required
  11. Support with referrals to other NRC sectors or through external referral mechanisms

 

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Other Core Competencies namely ICLA, Education and Cash and Livelihoods departments for programme integration and referrals.
  • Monitoring and Evaluation (M&E) department
  • Security and Access
  • Logistics
  • Finance

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

Generic professional competencies:

  • At least one year experience in cash and livelihoods projects in a humanitarian/recovery context
  • University degree or higher education relevant to the assignment (social sciences, agriculture or Business management training).
  • Previous experience working in complex and volatile contexts
  • Experience conducting beneficiary identification, verification and registration
  • Experience supporting referrals and/or identifying service providers
  • Experience conducting focus groups, questionnaires, and surveys

 

Context/ Specific skills, knowledge and experience:

  • Competencies in all computer related tasks including Word, Excel, and Outlook
  • Strong communications skills, with good verbal and written English and fluent in local Arabic language is a requirement
  • Ability to work under pressure and with limited supervision in a challenging environment.
  • Good understanding of community participation, and very good ability to communicate with beneficiaries.
  • Overall good knowledge of geography, local population and local language in the areas of operational interests
