Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2019, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.

 TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs. Also, TGH has been working in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems. The present project “Skills Development and Engagement of Young People (10-24 years) in Ninewa” is to improve the social, economic and civic situation of vulnerable young boys and girls (10-24 years old) empowering them to become actors of a positive and sustainable social and economic change in Ninewa governorate by developing their life, employability and entrepreneurship skills, supporting small businesses and engaging the young people in the youth engagement initiatives and decision-making.

JOB OBJECTIVE :

The Logistics Officer will organize and supervise logistic support for field and technical operations of the programmes and the mission according to TGH procedures.  He/she will assist the Field Coordinator in the implementation of logistic system.

Based in Mosul, he/ she will overview logistic in Ninewa bases and provide support to other log team members in other locations when required

JOB FUNCTIONS :

Responsibility 1: Drivers & Fleet Management

Responsibility 2: Equipment/Telecommunications Management

Responsibility 3: Management and Monitoring of IT Equipment

Responsibility 4: Security

Responsibility 5: Supplies Management

Responsibility 6: Premises Management

Responsibility 7: Participate in market survey and purchase process

  • Follow up vehicle rental contracts in liaison with the Deputy Log Co.
  • Supervise movement schedules for all Ninewavehicles.
  • Supervise drivers and vehicles’ fleet.
  • Ensure that safety equipment is available on board of all vehicles.
  • Permanently ensure that all drivers have received general training and carry out regular testing.
  • Ensure that drivers are aware and respect safety rules and procedures.
  • Check that vehicle log books are in place and are used and communicated correctly.
  • Ensure that all vehicles have accompanying administrative documents and that these are correctly filed and monitored.
  • Organise, follow and provide documents for transportations of materials to programmes and bases/sites.
  • Prepare and proceed to interviews/ tests of new drivers with the Logistics Coordinator support when required.

 

Responsibility 2: Equipment/ Telecommunications Management

  • Update equipment inventory in real time.
  • Ensure the good Log Coding of every equipment
  • Ensure all assets are appropriately documented and maintained
  • Optimize distribution of materials according to task needs.
  • Organize the installation, safe-guarding and monitoring of materials.
  • Implement regularly a physical equipment inventory.
  •  

. Responsibility 3: Management and Monitoring of IT Equipment

  • Update antivirus software in liaison with Erbil Log Officer.
  • Implement backup and data-protection procedures when necessary.
  • Ensure the maintenance and correct use of IT equipment.
  • Provide technical assistance to teams.

 

 

Responsibility 4: Security

  • Ensures that all fire extinguishers are functional and in the appropriate location.
  • Ensures that security system (cameras,..) is functioning.
  • Participates in the training for employees and guards in the use of the fire extinguishers.
  • Liaises with Deputy Security Coordinator in Mosul regarding any access letters.
  • Reports to Logistics Coordinator any security incident.
  • Applies the local security plan for Baghdad and GOI.
  • Ensures that communication back up is functioning.
  • Ensures that the safe box is in place and items listed and updated.
  • Ensures that the first aid kit is up to date.

 

Responsibility 5: Supplies Management

  • Ensure material is stored under suitable conditions and monitor expiration dates.
  • Ensure procedures are followed as stock is checked in and out.
  • Follow and update each Stock management tools/ documents.
  • Check that all documentation linked to stock is complete and correct.
  • Ensure a monthly physical stock inventory.

 

Responsibility 6: Premises Management

  • Carry out all minor works / repairs for the office and the guesthouse.
  • Supervise and monitor the progress of rehabilitation & construction

 

Responsibility 7: Procurement

  • Participate in updating suppliers and price list.
  • Participate in following market prices.
  • Participate in assessing new supplier.
  • Participate in performing quotations with suppliers.
  • Follow vehicle rental contracts.
  • Receive and process procurement requests/ purchase orders.
  • Seek products that offer good value for money, negotiate the best prices, clarify request where necessary and complete purchase order.
  • Follow-up on order processing to ensure timely deliveries are done.
  • Do quality/quantity control for all supplies ordered and delivered.
  • Ensure good relationships are established with local suppliers.
  • Facilitate proper paper trail and filing of all procurement documents.
  • Facilitate proper tracking of all supplies received and ensure related documents (delivery notes, waybills) are properly filed and copies forwarded to the Logistic Manager.
  • Ensure good archiving and ensure archiving of all purchase files documentation.
  • In liaison with the Log Officer in Erbil, ensure proper archiving of all purchase in Dropbox documents as appropriate.

 

The holder of this position will undertake any other duties or tasks as may be required

The Position will be for a period of Six (6 months) with an option of extension

  • At least 2year experience in logistics, preferably in humanitarian context is required
  • Fluent in English; Arabic
  • Good skills in fleet management
  • Computer skills (including Excel and Word)
  • Writing skills in English
  • Excellent interpersonal and diplomatic skills
  • Autonomy, rigor and skills for synthesis
  • Good organizational skills
  • Adaptation capacities to dynamic context
