Background

The International Volunteer Center of Yamagata (IVY) is an international humanitarian and development response agency established in Yamagata, Japan in 1991. Today, the IVY is operating in 4 countries: Cambodia, Bangladesh, Japan and Iraq. The operation in Iraq started with a small team in 2014 and since then every year the IVY Iraq Office operates 2 to 4 projects to respond to humanitarian and developmental needs among IDPs, refugees, host communities, residents and returnees mainly through education and non-food item deliveries. Last year, the IVY implemented its first project in Syria with a local partner and today, we are aiming to expand its operation in both Iraq and Syria to achieve, “leave no one behind” and “promoting dignity for all individuals”. To achieve these goals, we are looking for a new team member who has experience, knowledge, skills and passion.

Overall

M&E Officer is mainly responsible for assessing and monitoring activities to figure out the impact of the projects and how the activities influence the lives of targeted beneficiaries, and ensure accountability and quality of the projects. The M&E Officer will also support effectiveness of the Iraq & Syria Program through assisting acquisition of donor grants. This position is strongly required to work as a team and independently.

1. Major Responsibilities

Monitoring and Evaluation

  • Produce monitoring and evaluation tools
  • Analyze, assess, document and report collected data and information from the field
  • Identify training needs and develop capacities of enumerators and other staff
  • Identify, document, and disseminate best practices, challenges and any other key findings for both within and beyond the IVY Iraq Office
  • Support monitoring the Iraq & Syria Program
  • Initiate and/or undertake research
  • Initiate and/or undertake needs assessment
  • Plan third party monitoring and coordinate with the third party
  • Documentation of lessons learned and developing approaches and utilize data for end of project report, future proposals and decision-making

Other tasks

  • Provide required data for proposal and project reports
  • Provide inputs for the development of indicators and the means of verification for each project
  • Attend coordination meetings such as cluster meetings, working groups, task forces, general coordination meetings in a regular basis and report project activities and achievements to other partners
  • Support developing the country strategies through the collection of disaggregated data on people in need
  • Carry out other tasks as required

2. Essential minimum qualifications and professional experience

Education:

University Degree in Social or Economic Sciences, International Development, or another related field.

Work Experience and Qualification:

Minimum 3 years of experience in monitoring and evaluation and/or research in humanitarian and/or development contexts, preferably in education sector. Experience in Iraq and/or any other countries in the middle east is an asset.

Language knowledge:

  • Essential: English (fluent in both speaking and writing)
  • Desirable: Arabic, Kurdish and Japanese

Skills, knowledge and abilities:

  • Ability to work without or minimum supervision
  • Ability to work in and contribute to the team building environment
  • Advanced knowledge of project frameworks (design, implementation, M&E) cycle
  • Experience in quantitative and qualitative data collection (M&E methods) and data analysis
  • Self-starter who can work independently under pressure
  • Proven project planning and organizing skills
  • Skills for empowering and building trust
  • Analytical and critical thinking
  • Advanced research and reporting skills
  • Computer literate with a high degree of proficiency and productivity
  • Experience in working multi-cultural environment
  • Advanced knowledge on international standards: INEE, Sphere, Core Humanitarian Standards and any other relevant humanitarian standards

3. Desirable qualifications & competencies

  • Master’s in Social or Economic Sciences, International Development or related field
  • Work experience with UN agencies, USAID, JICA or any other international major donors; experience with Japanese donors would be a strong asset
  • Work experience in education and related sectors such as child protection, WASH, food and livelihood
  • Field experience in humanitarian and/or development contexts
  • Work experience in a small project team and/or organization
  • Completed a personal security course in the past 4 years

4. Contract summary

  • Start date: October 2021
  • Duration: 11 month (possibility of extension)
  • Location: Erbil, Iraq ( possibility of travelling to non-duty stations, including domestic and international areas. )
  • Salary: depends on experience
