arche noVa – Initiative for People in Need is a non-religious, independent non-profit and non-governmental organization (NGO) with Headquarters in Germany. We work in the field of humanitarian aid, rehabilitation and development and primarily focus on the WASH sector.

Globally, arche noVa currently works in twelve countries. Since 2013, we have been implementing projects for IDPs, returnees and host communities in Northern Iraq and Kurdistan (Diyala, Sulimaniyah and Kirkuk Governorate).

arche noVa provides WASH services in IDP camps in Sulaymaniyah, Kalar and Khanaqeen. Over and above that, we also provide WASH services and support outside of camps by rehabilitating WASH facilities in schools and health centers, as well as improving water and sewerage systems in villages. arche noVa is further expanding on these WASH support activities through a more sustainable long-term and holistic approach focused on community engagement, capacity building and livelihood diversification in the agricultural sector, yet always continuing to keep WASH at its core.

arche noVa co-leads the WASH Sub-cluster in Sulaymaniyah Governorate and the WASH Working Group in Northern Diyala Governorate.

Objectives of the position:

WASH Project Officer will be responsible for the day to day implementation of WASH project activities conducted by AN at field level, in water supply, sanitation, hygiene and solid waste management. WASH Project Officer will be responsible for the coordination with beneficiaries and local community, to ensure the successful implementation of all project activities, while supporting monitoring and evaluation thereof as well as representing AN infield, undertaking frequent visits to implementation sites. 

Duties & Responsibilities:

  • Provide key support to head of programmes in overseeing WASH project activities implemented from Kirkuk Field Base and coordinate with the WASH Engineer on WASH activities implementation;
  • Support the elaboration of tools for beneficiary identification and selection for livelihoods activities;
  • Contribute to the selection of locations for project activities;
  • Coordinate and follow-up the day-to-day implementation of project activities to achieve project goals and objectives;
  • Conduct regular site visit to the programme implementing areas to follow up and supervise project activities and implementation;
  • Support the supervision and monitoring of contractor work, oversee works carried out through cash-for-work schemes;
  • Track and record information related to project beneficiaries, support MEAL Coordinator in handling requests and complaints with regard to implementation of projects, as directed by the Area Manager, Project Coordinator and the MEAL team;
  • Prepare and submit weekly and monthly activities progress reports with regard to project implementation to the Area Manager and Project Coordinator;
  • Support in the documentation process for project activities;
  • Prepare additional reports and presentations as needed;
  • Attend project related meetings and trainings;
  • Work with affected communities and establish close relationships with them;
  • Cooperate with government institutions, non-government organizations, and the local communities, under direct guidance by Area Manager;
  • Attend cluster coordination and other relevant meetings at regional level in Kirkuk;
  • If requested, represent the project in front of relevant stakeholders;
  • Regularly share information on lessons learnt in the field;
  • Any other duties as assigned by the Area Manager.

Qualifications & Preferred Skills

  • University degree and/or equivalent in a relevant field such as Engineering, Social Sciences, Business Administration, Project Management, etc.
  • 2 – 3 years of work experience in a position related to WASH project coordination.
  • Experience working with NGOs;
  • Understanding of SPHERE standards in WASH and donor requirements;
  • Good experience in water, sanitation and hygiene programming;
  • Very good IT skills (MS Office);
  • Very good reporting skills;
  • Excellent interpersonal skills and ability to work successfully in a multicultural environment;
  • Excellent communications skills;
  • Good organizational and administrative skills;
  • Proven team management experience in humanitarian environments is preferred. 
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences;
  • Ability to work efficiently, under pressure and adapt to difficult conditions;
  • A high level of written and verbal communication in English and Arabic;
  • Kurdish language competences are an added advantage.
