About Project
The conflict between the Syrian regime and opposition forces, which began more than ten years ago, has since become increasingly fragmented and violent. The situation of the people on the ground is becoming increasingly critical amid massive human rights violations. The stabilisation project focuses on strengthening civil society vis-à-vis the regime and extremist groups by maintaining the influence of civil society actors on the ground. This is achieved through the promotion of civil society initiatives, local consultation processes, and the reintegration of marginalised groups. Due to the security situation in Syria, the project is being implemented remotely from Erbil/Iraq.
Responsibilities
The position holder is responsible for:
▪ Supporting GIZ’s programme in the assessment, planning, design and implementation of project activities and ensuring their alignment with do-no-harm and leave-no-one-behind principles as well as a human rights-based approach.
▪ Developing received proposals further according to GIZ standards and particularly in regard to their respect for the needs of most vulnerable members of target groups
▪ Ensuring a close follow-up with partners regarding the implementation of projects
▪ Contributing to the development of partner organizations’ capacities
▪ Monitoring and reporting on project activities and subsequently ensure data and information management of the activity
▪ Ensuring coordination with partner organizations
▪ Securing coordination with activities of humanitarian Clusters and alignment of the actions
In this context, the position holder fulfils the following tasks:
Tasks
1. Core scope of tasks
The position holder
▪ Conducts analysis of project activities to inform the programme
▪ Assists – in close cooperation with other members of the USZS team – with the identification and implementation of full range of project activities (e.g. social cohesion and community dialogue activities, non-formal education activities, psychosocial support activities, capacity development for women, people with special needs, youth groups and activities that strengthen the capacities of civic engagement providers)
▪ Receives and reviews project proposals from implementing partners and builds their capacities accordingly
▪ Conducts training needs assessments for partners and arrange for adequate training of implementing partners
▪ Ensures sound monitoring of activities on the ground and secures that no political red lines are being crossed by partners during implementation
▪ Contributes to GIZ’s internal and external reporting requirements such as inception, progress, monitoring and final reports, and fulfils other reporting requirements related to the programme
▪ Attends relevant meetings, sector working groups, sub-working groups and bilateral meetings organized NGOs, the UN, and other relevant actors
▪ Works in close coordination with other GIZ offices
▪ Treats information confidentially
2. Other duties/additional tasks

▪ Performs other duties and tasks at the request of the Programme Manager and work in close cooperation with the Senior Officer
Required qualifications, competences and experience
Qualifications
▪ University degree in Social Sciences, Engineering, Law or a field related to humanitarian/stabilization/development interventions from an accredited academic institution
Professional experience
▪ At least 6 years of working experience in a comparable position
▪ Experienced in the coordination, development and implementation of humanitarian or development programming
▪ Proven experience in project cycle management and proposal development
▪ Familiarity with the do-no-harm and leave-no-one-behind principles and human rights-based approach
▪ Proven experience in cross-border humanitarian/stabilization/development interventions
▪ Proven experience in working in international work environment
Other knowledge, additional competences
▪ Native-level Arabic skills in writing and speaking
▪ Ability to work and communicate effectively in English, both in writing and speaking
▪ Good understanding of the current political framework and situation in Syria
▪ Independent and pro-active approach to fulfilling tasks
▪ Ability to work with trustworthiness and integrity
▪ Strong interpersonal and communication skills
▪ High integrity and sense for confidentiality
