Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2019, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.

 TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs. Also, TGH has been working in the capacity building of the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq to strengthen the child protection case management systems. The present project “Skills Development and Engagement of Young People (10-24 years) in Ninewa” is to improve the social, economic and civic situation of vulnerable young boys and girls (10-24 years old) empowering them to become actors of a positive and sustainable social and economic change in Ninewa governorate by developing their life, employability and entrepreneurship skills, supporting small businesses and engaging the young people in the youth engagement initiatives and decision-making.

JOB OBJECTIVE :

Under the direct supervision of the Field Coordinator, Admin/FIN/HR officer supports the Mosul office in all Finance, HR and Administrative issues of TGH offices and projects in Ninewa.

 

JOB FUNCTIONS :

Responsibility 1: Perform proper accountancy and financial closure according to TGH regulations

Responsibility 2: Ensure overall HR information and documentation management

 Responsibility 3: Ensure TGH compliance with all administrative requirements

 

TASKS:

 

Responsibility 1: Perform proper accountancy and financial closure according to TGH regulations

  • Verify that any transaction is supported by proper supporting documentations as per TGH’s financial and logistics rules and regulation and proper authorization is obtained prior releasing a payment, as well as verifying all expenses allocations;
  • Prepare and proceed to all bank payments done in Mosul
  • In absence of Cashier prepare and proceed to cash payments.
  • Perform the monthly accountancy check with the support of Finance Manager;
  • Assisting Field coordinator in any financial related issue (premises rental contracts, car rental contracts, communication arrangements, etc.);
  • Ensure the proper archiving of all financial documents and their regular transfer to Coordination office
  • Ensure that Income Taxes are paid accordingly (if needed), assisting to collect and prepare data for GOI tax submission and their allocations in accountancy and Social Security;
  • Support Field coordinator in preparation of monthly cash request

 Responsibility 2: Ensure overall HR information and documentation management 

  • Ensure that all HR policies are understood and respected by all staff in link with HR Deputy
  • Ensure that all necessary updates on HR policies/system/manual are made in timely manner
  • Keep up to date the HR DATA file with all relevant information
  • Ensure that all HR folders are completed and updated
  • Validate medical reimburse request and prepare medical reimburse sheet
  • Check the overall DATA salary information before transferring for Coordination check and validation
  • Prepare salary sheets and salaries for all national staff Ninewa offices
  • As per needed and requested by Field Coordinator, ensure payments of salaries on the field for field teams
  • Support all recruitment processes (job description gathering, job vacancy publication, selection process arrangement)
  • Prepare, as per needed, working contract, amendment, work certificate
  • Make sure that all staff evaluation is timely conducted and staff contract is timely amended when needed
  • Manage the dedicated administrative personnel (Cleaner/Cook) if needed
  • Contribute to the improvement of HR system/policy
  • Collect information regarding all Iraqi laws and regulation related to HR and report to Admin coordinator
  • Assisting Administrative Field coordinator in any HR related issue

 

Responsibility 3: Ensure TGH compliance with all administrative requirements

  • Ensure a proper level of information for TGH regarding all Iraqi laws and regulation in all fields and make sure that TGH is acting in compliance with all of them; Assist coordination in preparation of audits;
  • Ensure a proper level of soft and hard records for all TGH documents (financial, accountancy, administrative, HR);
  • Perform translation tasks as required.

 

The list above is not strictly definitive; an employee working within the framework of these tasks may carry out other tasks if asked to do so by his/her line manager.

The Position will be for a period of Six (6 months) with an option of extension.

 

 

 

  • At least 1 year experience in admin/fin/HR in humanitarian context is required
  • Fluent in English; Arabic
  • Good skills in Saga is an asset
  • Computer skills (including Excel and Word)
  • Excellent interpersonal and diplomatic skills
  • Autonomy, rigor and skills for synthesis
  • Good organizational skills
  • Adaptation capacities to dynamic context
