BACKGROUND
People in Need (PIN) is an international, non-profit organization providing humanitarian and development assistance in over 20 countries worldwide. Formed in 1992 in the Czech Republic, PIN has grown to be the biggest organisation of its kind in post-communist Europe, providing relief where it is needed, and empowering civil society at home and abroad.
PIN began its work in Iraq in 2003 focusing on reconstruction and renovation of schools and health centres. After a short break, PIN decided to re-establish its presence in the country in January 2015, mainly in response to deteriorating humanitarian situation in the country and massive displacement of people from conflict-affected areas. Since then, PIN has maintained a strong presence in Iraq, and has gradually extended its activities across the Governorates of Ninewa, Salah Al-din, Kirkuk and the Kurdistan Region of Iraq. Typical recipients of our aid are internally displaced persons, returnees, and people who survived the fighting near their homes and meet the pre-defined criteria of vulnerability.
Apart from humanitarian aid, PIN is currently working on long-term programmes supporting restoring livelihoods, education, access to water and hygiene. These programmes should facilitate people´s return to their original homes and support the stabilisation process after the defeat and removal of IS.
Place of work:
PIN Shirqat with frequent travel to Salahadeen and Kirkuk and other project targeted locations when required.
Obligations:
National Staff Service Contract
The Enumerator (Service contract) will work closely with the Monitoring and Evaluation (ME) team to assist the implementation of assessments for PIN projects. The enumerator will be called upon for work when a data collection activity needs to be implemented.
Before the start of each assessment, a half-day (4 hours) or full day of training will be provided. The training will brief enumerators on; how to use data collection software such as KOBO, how to conduct interviews with beneficiaries, the PIN Complaints and Response Mechanism, and the relevant assessment questionnaire. Depending on the assessment, the enumerators will either collect data in the field directly, or in PIN office conducting interviews by phone. Enumerators will be supervised by the ME team in all activities. Enumerators will be provided transport to assessment locations by PIN.
Enumerators will be regularly monitored to assess their performance, through supervisor observation in the field and by checking the data collected at multiple points during assessments. If the performance of an enumerator is consistently below expectations, the contract may be ended. Capacity building will be provided through regular training sessions with the ME team to improve skills, and a handbook containing guidance on the performance monitoring and interview protocol will be provided at the start of the contract.

Essential Position Responsibilities and Duties
Specific tasks will include (but not limited to) the following:
- Work closely with the supervising ME officer to administer the total number of interviews required for the assessment
- Ensure that beneficiaries’ data and responses are accurately recorded
- Inform the ME team of any misinformation/lack of information, complaints, or additional feedback from beneficiaries
- Inform the ME team of mistakes or lack of detail in the assessment questionnaire
- Support the ME team with any other services relating to the assessment that may arise during implementation
- Follow PIN policies regarding information and data management, and protection of beneficiaries.
Qualifications & Preferred Skills
- Fluent in Arabic languages (English is an advantage)
- Previous experience working with NGOs
- Awareness of NGO regulations, policies, and principles
- Experience with KOBO application on smartphones
Requirements:
- Available on-call for the duration of the contract
- Good communication and interpersonal skills
- Able to work with individuals from a range of diverse backgrounds
- Able to work under pressure both independently and in a team
- Required to have a positive attitude and to respect beneficiaries and colleagues
