Job Purpose |
To work closely with the Finance Officer on day-to-day operational aspects of Finance function of Oxfam Country Office and to check the financial payments and to update the books of accounts and to ensure they are up to date, and to check and maintain financial documentation / records, both in electronic and paper format, in a secure and orderly manner.

Key Responsibilities |
- To support the finance team in ensuring that the programme maintains high standards of financial management control, accounting and preparation of reports for the country and the donors;
- To ensure that cash records are updated daily, expenditures are properly coded and transactions are closely monitored. Ensure that all cash received are recorded immediately & intact. Ensure that any discrepancies are brought to the attention of the finance office and manager on time.
- To ensure that staff advances and travel floats are issued strictly within Oxfam guidelines, all recoveries in respect of advances & floats etc owed by staff members to Oxfam are appropriately deducted from the salaries on specified dates and that the finance manager authorises all float/ salary advance requests and returns submitted by staff. Ensure that float register is properly maintained and staffs are properly charged for private use of phone, photocopies, and vehicles.
To ensure that a complete and accurate record of all petty cash transactions is maintained at all times; that expenditure of petty cash is fully monitored; and that requests for replenishment are made in a timely manner, with strict observation to the insured limit of cash in safe/hand.
- Ensure that all petty cash vouchers raised are appropriately approved and filed in a safe place over the life of the projects.
- Ensure any cash received is banked intact and immediately and that Office petty cash is securely stored.
- Carry out cash counts regular as a vital control measure on cash management.
- To support finance team in the preparation of project cash projections and with the advice of the finance manager and the programme manager, make cash top up requests to country office to ensure that the Project has sufficient funds at all time
- Ensure that payroll is accurately processed and salaries are remitted by the 25st of each month. The payroll system is properly maintained and updated/ upgraded promptly. Ensure that all statutory deductions are remitted by the due dates.
- Conduct actual payment of cash transfers to communities and submit returns to the finance officer immediately after payments. Maintain personal integrity and strictly comply with security guidelines and cash handling procedures.
- Deputise the finance officer on all matters related to financial management, control and reporting.
