PRM Project Manager


ROLE PURPOSE: 
Save the Children in Iraq has been implementing humanitarian projects in Iraq that are supported by the US Department of State Bureau of Population, Refugees and Migration (PRM), in cooperation with Save the Children US. This year 2022, SCI Iraq is holding two grants from PRM : 1) a 3 year project as part of the Education Consortium of Iraq (ECI) that implements  education in emergencies and ECCD interventions with Syrian Refugees, IDPs, Returnees and Host Community with a budget of $9,000,000 for three years (2020-2023) covering Dohuk, Diyala, Salah Al Din and Ninewa governorates; and 2) a 1 year pilot project as one of the 2 participating countries supported by SC US aiming to develop ECCD interventions that effectively address toxic stress among displaced children under 6 years old, with a budget of $400,000 and implemented in Dohuk with Syrian refugees.

The SCI Iraq PRM  Project Manager is responsible for leading and managing all PRM funded projects in the country office and cooperates with the PDQ team in further developing project concepts and proposals for PRM support. As part of the Operations team, the PRM Project Manager ensures that the PRM supported projects meet required quality standards, and are delivered timely, on budget, and safely. The Project Manager ensures that staff supported by this project are provided with the support they need to competently deliver on their roles and that they are provided opportunities for development to grow as professionals in this sector.

Closely works with: Programme Operations, Programme Development and Quality, Awards, Finance, MEAL, support services teams and Field Office Teams

KEY AREAS OF ACCOUNTABILITY:

1. Planning and quality implementation 
•    Lead project planning in all stages following SCI Project Management Methodology standards
•    Ensure that Project set up plans are developed and implemented in all project sites and in the country office
•    Facilitate coordination with HR at CO level in advance to ensure HR plans are in place and are being implemented, address issues at arise.
•    Work with the  supply chain team and programme teams in ensuring that procurement plans are developed and shared, and procurements are done with integrity, meeting SCI supply chain management standards,  and that quality goods and services required by the project are secured cost efficiently and in time
•    Work with Technical Specialists, Programme Managers and Coordinators to ensure all staff programme guidance, SOPs, and tools are in place, staff and partners are trainged and supported, and all measures are in place to  technical  quality of programmes and services.
•    Collaborate with the SCI Iraq MEAL team to develop and implement sound monitoring, evaluation, accountability and learning framework and activities for PRM projects
•    Conduct regular field visits to support project implementation and monitor progress
•    Coordinate and actively with field teams, advocacy, media and communications, and technical specialists to plan and implement the documentation, communication, and visibility work for the PRM projects

2. Budget and Awards Management 
The PRM Project Manager is the main budget holder for PRM grants. The PM also represents the Project with the SC Member and the donor. In line with this role, the PPM will
•    Ensure that budget plans for the project are accurate and are reviewed constantly
•    Ensure that project implementation teams are well informed on their budgets and are clear with guidelines and procedures for the project
•    Support project implementation teams in addressing challenges in relation to budgets, spending, and reporting
•    Liaise with the finance team to ensure that accurate project expenditure reports are produced monthly and disseminated to the relevant staff
•    Review project budget to ensure that spending is on-track and budget is re-phased for the following reporting period.
•    Ensure compliance to donor’s rules and regulations  in both financial, operations and programme elements
•    Work with the Awards team in providing regular updates to member and in engaging with donor as relevant
•    Work with Finance and Awards team in ensuring that all requirements for audits are in place

3. Risk Management
•    Serve as the main holder of the risk management plan of the Projects.
•    Facilitate regular review and update of the risk assessments and mitigation plans
•    Ensure mitigation plans are implemented and are monitored

4. Project Reporting
•    Prepare required reports for PRM supported projects in collaboration with implementing teams,Technical Specialists and MEAL team, Finance and Awards departmentsm and meeting quality reporting standards
•    Prepare any other reports or documentation required by the donor or by Save the Children US in relation to these projects.

5. Staff and partners capacity building
•    Participate in the recruitment of the project staff to ensure that the right persons are recruited for the jobs
•    Ensure that capacity building plans are agreed with Technical Advisers, sector Programme Managers, Coordinators, Partners and Field Managers and are implemented.

6. Partner Management 
•    Facilitate partners assessment prior to establishing agreements
•    Facilitate partnership agreements and establish arrangements for partner coordination for Project Management, Risk Management

7. Representation
•    Represent SCI with PRM in country in relation to the Projects
•    Liaise with other PRM partners to ensure information sharing in country.
•    Represent  SCI in the Education Consortium of Iraq for current education project
•    Represent SCI in other relevant coordination groups where the  PRM projects participate

8. Participation in SCI Organisational Processes
•    Work with the SMT and ESMT in the development, implementation and evaluation of the country programme strategy and programme particularly in the shift from humanitarian to nexus programming
•    Support in externally establishing  and maintaining  collaborative relations with representatives from PRM and other donors, local authorities, partners, workers, beneficiaries, and other stakeholders.
•    Provide internal technical and strategic guidance on actions to ensure that the CO meets our key performance targets

QUALIFICATIONs and Skills:
•    Education degree in education, social development, or international relations
•    Minimum of 5 years of relevant field experience with an international organization.
•    Minimum of 3 years experience in handling education programmes
•    Experience in working in Iraq
•    Fluent English and excellent written communication and report writing skills.
•    Experience in implementing multi year projects.
•    Demonstrated success in providing leadership and management in project implementation
•    Experience in working with local and international partners for programme implementation preferred
•    Able and willing to travel and spend time to remote and insecure locations.
